Club rules & Constitution

Club Rules

  1. No person under the age of 18 may use the pond unless accompanied by an adult.
  2. Members use the pond at their own risk with regard to the cleanliness and hygiene of water.
  3. No litter shall be left on site which must be kept tidy at all times.
  4. Members are only allowed to use radio equipment with the frequencies of, 27mhz, 40mhz and 2.4ghz. The use of "TOY" radio equipment and unmarked and suspect crystals and radios is prohibited.
  5. Pennants of the correct colours and numbers (27mhz/40mhz) must be flown from transmitter aerials.
  6. Steam powered vessels must have their boilers and gas tanks pressure tested and certified in accordance with the Model Power Boat Association Steam Rules.

Constitution of Goole Model Boat Club

1. Name

The name of the group shall be Goole Model Boat Club (GMBC)

2. Aim

To provide an opportunity and a facility for members to discuss and sail model boats

3. Objectives

The group will fulfil the aim by:-

  • Providing a facility, namely the boating pond at Waterways Museum Number 5 Boat Hoist site.
  • Provide opportunity for members to meet on a regular basis.
  • To raise funds and receive contributions where appropriate to finance the club.
  • To publicise and promote the club in the local area and nationally.
  • Open a bank account.
  • Make rules for all categories of members
  • To facilitate insurance, three members to be affiliated to the Model Power Boat Association (MPBA).
  • Take out insurance.
  • Organise meetings and events.
  • Work with similar groups and exchange information and advice.
  • Take any action that is lawful, which would help to fulfil these aims.

4. Membership

(a) Membership of GMBC shall be open to anyone who is 18 or over, interested in helping the group to achieve its aims and willing to abide by the rules of the group.

(b) Although not compulsory members are expected to contribute to the various tasks that require completion during the year.

(c) Every member shall have one vote at general meetings.

(d) The management committee shall have the power to refuse membership to any applicant, where it is considered such membership would be detrimental to the aims, purposes or activities of the group.

(e) Suspension and termination of membership.

the management committee may, by resolution passed at a meeting thereof terminate or suspend the membership, if in its opinion his/her conduct is prejudicial the interests and objects of the association, PROVIDED THAT the individual member or representative of the member shall have the right  to be heard by the general committee before the final decision is made.

5. Management

(a) GMBC shall be administered by a management committee of not less than three (3) and not more than seven (7) members elected at the group Annual General Meeting (AGM) and subsequent meetings as required. Committee members must be at least 18 years of age.

(b) The officers of the management committee shall be:-

  • The Chairperson (+Vice Chairperson where appropriate)
  • The Secretary
  • The Treasurer

And such other officers the group shall deem necessary at meetings.

(c) The management committee shall meet at least four (4) times a year.

(d) At least three (3) of the management committee members must be present for the management committee meeting to take place

(e) Voting management committee meetings shall be  by show of hands on a majority basis. If there is a tied vote then the chairperson shall have a second vote

(f) Power to set up sub groups and working parties as deemed necessary who shall be accountable to the committee.

6. Finance

(a) Any money obtained by the group shall be used only for the group.

(b) Any bank accounts opened for the group shall be in the name of the group.

(c) Any cheque issued shall be signed by any of the nominated signatures.

(d) The management committee will ensure that the group stays within the budget.

 7. Meetings

(a) The committee shall organise meetings at least six (6) times a year. The purpose of these meetings is for the group to account for its actions and consider the regeneration and development of GMBC. Such meetings are open to all general members who are encouraged to attend and all attendees shall have a full vote.

(b) The quorum for a meeting shall be three (3).

(c) The committee shall be accountable to the members at all times.

(d) All meeting including AGM's must me minuted and available to any interested party.

(e) All members shall be given at least seven (7) days' notice of a meeting unless it is deemed an emergency meeting.

(f) Should any group of members attend committee meetings (in the opinion of the chair) are intent on pushing through legislation considered not to be in the best interests of the majority of GMBC members, the chair shall suspend the meeting and call an Extraordinary General meeting (EGM) to address any issues.

8. Annual General Meetings (AGM)

 (a) GMBC shall hold an AGM at not more than twelve (12) month intervals.

(b) Where possible members shall be notified personally.

(c) The business of the AGM shall include:-

  • Members receiving the chairpersons report of the group's activities over the financial year.
  • Members receiving the treasurers report of the last financial year's accounts on the clubs finances.
  • Electing a new management committee and considering any other matters as may be appropriate at any such meetings.

(d) The quorum for the AGM shall be at least eight (8) persons. Committee members cannot outnumber general members for voting purposes at AGM's.

9. Adoption of the constitution

 (a) Proposals for amendment to the constitution, or dissolution (See clause 11) must be delivered to the secretary in writing

(b) Any changes to the constitution must be agreed by at least two thirds of those members present and voting at any general meeting.

(c) It is a requirement of our insurance that the club constitution be subject to regular review.

 10. Dissolution

The group may be wound up at any time if agreed by two thirds of those members present and voting at any general meeting

In such event any individuals moneys held in the club accounts shall be returned to such members to whom it is owed (i.e. pre-paid Xmas dinner etc.)

All assets shall then be released with two thousand pounds (2,000.00) been retained by the committee for a period of up to six (6) months, and the remaining funds donated to local/national charities (to be decided at the time). the retained funds will be administered by the committee and can only be used for the reformation of GMBC, if this does not take place within the allocated timescale these funds will also be donated to local/national charities (as above) and the club bank account closed.

 Adoption of the constitution

This constitution was adopted by the members present at the EGM held on the 17th of October 2015.
